EU states mentioned in the article include Denmark, Finland, Germany, Hungary, Italy, the Netherlands and Sweden. As you probably know by now, the EU took action against these states where a court ruling determined they must open their online gambling markets, allowing other EU states fair trade rights within their borders. This leaves us the burning question: Will the United States ever follow suit?

Paul Renny, a partner at Addleshaw Goddard in London specializing in Internet Law, posed the question, “How can you say that you're concerned about gambling being dangerous to the moral and social fabric of your society if, at the same time, you promote a massive lottery and try to get people to come and gamble. It's contradictory.”

There are court hearings, lawsuits, Internet gambling studies and debates on Capitol Hill currently underway, each seeking to persuade the US government to rethink their ridiculous “moral position” on Internet gambling, hopefully paving the way for regulation and taxation of the Internet gambling industry.

Betting On The Honor System

A new approach to online betting may be able to avoid the outlines of the Unlawful Internet Gambling Enforcement Act (UIGEA), but will we find honor among gamblers? This question may soon be answered.

The idea is to allow players to place wagers amongst each other on whatever they wish, but without the obligation of paying up. Bettors would be subject to the "honor system" to settle up their debts at the end of the day. Any gambling site operating in this manner would be exempt to the UIGEA as their not providing a "real" gambling situation. If the loser chooses to pay up on their losses, that's handled between the bettors.

While an online casino would find it difficult to pull off such a challenge, other operators, such as online bingo, just may pull it off. If this be the case, the industry can expect a surge in online bingo membership, particularly from the US gaming community.

Bush Acknowledges UIGEA Dispute

In a meeting with Caricom Leaders and US President George Bush, Prime Minister Baldwin Spencer raised the issue of Antigua and Barbuda's dispute over the UIGEA. The World Trade Organization (WTO) has already ruled in favor of Antigua and Barbuda in every related ruling.

It was pointed out during the meeting that because the US has failed to comply with these rulings, Antigua and Barbuda are taking the matter up with the Dispute Settlement Body of the WTO to resolve the issue.

President Bush acknowledged the details of the dispute, commenting that he was pleased the issue was raised and that he would look into it further to resolve the situation. PM Spencer, however, remains optimistic of the President's intentions to reach a resolution.

Costa Rica Seeking Compensation

Costa Rica is home to more online gambling operations than any other nation, therefore has been hit tremendously by the aftermath of the Unlawful Internet Gambling Enforcement Act of 2006 (UIGEA). According to recent reports, Costa Rica will join Antigua, the European Union, India and Japan in seeking retribution.
