UIGEA Gambling Law NewsSupport Mounting For Frank's Bill
A hearing was held last Friday to examine the feasibility of regulating online gambling in the United States. The Financial Services Committee, led by Chairman Barney Frank, heard testimony from both sides of the issue to determine whether regulating and licensing online gambling could be done in such a manner as to protect payment systems, prevent underage gambling and control problem gambling at the same time. The hearing swayed overwhelmingly in favor of Frank's Bill, Internet Gambling Regulation and Enforcement Act of 2007 (IGREA). Three additional Representatives have now claimed support for Frank's Bill due to the hearing. These include Rep. James McGovern, Rep. Howard Berman and Rep. Bob Filner. Another notable addition to the supporting representatives is Julia Carson of Indiana, who originally voted in favor of the Unlawful Internet Gambling Enforcement Act of 2006 (UIGEA). At the hearing, Carson posed the question as to why Indiana gamblers were allowed to place Kentucky Derby bets over the Internet, but not other wagers online. The response to Carson's question was dead silence, eventually followed by “a feeble mumble from someone on the panel that it should be legal.” After a few moments, Carson posed the question once again. When no one could give an answer, she declared her support for Frank's IGREA and stated that she was mistaken when voting for the UIGEA last year. Current support for Frank's IGREA bill which would allow for the regulation, licensing and taxation of online gambling in the US includes the following members, listed alphabetically: Gary L.
